An item I recently sold is listed as delivered, but the buyer says they did not receive it. They acknowledge, in their message, that they know such a thing is beyond my control.
I responded almost immediately with the tracking information. The buyer has not responded since then and funds are still on hold. It has been a few days. Is there more I have to do? I'm not sure if something has gone wrong with this process.

I entered the tracking data showing the package was delivered.
ebay still closed the case in favor of the buyer stating 'the buyer said they didn't get it.'
The appeal was lost as 'the tracking data does not match what the buyer said.'
I give up.

If I were you I would appeal that. It's not the way it's supposed to work.

This is correct, the receiver needs to file a were is my package claim and they will gps it, but usps will not tell you were the gps shows it is if it was delivered at the wrong address, i guess this is how the USPS protects the thief and at the same time USPS does not admit they messed up.

Here's an idea. Have them ask others in the house if they brought the package in and forgot about it.
Or, ask a neighbor if they got it by mistake.
Or, check that overgrown bush by the garage.
People are too lazy to go out and look for deliveries these days. My son happened to be at my house one day after his chemo days, he had what they call chemo brain, he forgot he received the package and put it by the chair in the porch.
One day my neighbor called, they got my package by mistake, it was the Christmas rush, temp UPS driver.
I have an overgrown bush by my garage door, found a package stuck in there one day. They not only hid it from the thieves, they hid it from me.
I have found them in the seat of the pick up that was sitting in the driveway.
