The buyer paid for an item and then a few minutes later sent me the following;
"I appreciate you accepting my offer but eBay went and automatically charged me for it without letting me choose my payment type. This is a problem. Can we reverse this so I can put it on my paypal card?"
Sounds fishy and wondering if a scam ??

Doesn't sound like a scam to me.
Personally I'd cancel the sale if u hadn't shipped yet and let them rebuy with the other payment method.
Cancellation reason: Buyer asked to cancel.

1) Cancel sale, reason, Buyer Requested Cancellation.
2) Add buyer to Blocked Buyers List.

It's not a scam, ebay added auto pay to all sellers and it sounds like they auto paid from the wrong account from the buyer. They simply want to repay from the account of their choice ,not ebay's or PP

Not at this point, no. Just cancel as Buyer Requested (which it is), relist, and then he can buy again with his alternate choice of payment if he wants.
I suspect it might be Buyer Remorse, since eBay does show you your current payment choices before you commit (including the new Make Offer procedure), so unless he wasn't paying attention (which of course is entirely possible), he did have the opportunity to change his funding source before submitting the offer.

eBay didn't auto-pay "from the wrong account from the buyer." eBay auto-paid from the account the buyer specified as their default auto-pay account.

Doesn't sound at all like a scam. Most likely eBay used the acct they selected to automatically charge & the buyer probably forgot that they put the acct in there. No biggie, cancel & let them purchase using whatever pymt method they want.
