This is by far the worst and most unreasonable buyer I've had in 25 years on eBay and I suspect it's a competitor just trying to give me fake negative feedbacks.
He started by placing 2 identical orders, I confirmed with him this wasn't a mistake and he said no so I ship both orders in the same package. Once he gets them he leaves me 2 negative feedbacks falsely claiming he didn't get one of the orders which is impossible as they were sent in the same package and he absolutely refuses to answer me even though I immediately refunded both orders under my satisfaction guarantee.
After countless messages with eBay they insist they will not remove them.
This was an international order so I have customs declarations to prove both orders were sent in the same package, can this customs information be used to sue to buyer for defamation or do I have any other options to get these fradulent lies removed from my feedback?
Can I contact anyone higher up at eBay to take care of this or can I sue the buyer for defamation?

I think your listing was confusing to exactly what you are getting number wise.

"ship both orders in the same package"...and each order had a tracking on it even though they are in the same box?
I get orders where someone will buy 10 or 20+ items...mailed together...but I will add the same tracking to all 10 or 20+ items...sometimes I get 30 or 40 purchases from the same buyer...and you bet I will add that tracking to each of those 30 or 40 purchases.
Not much can be done with this sale(s).
Did you refund after the feedback?...buyer usually won't change it in the 10 day limit of a revision...but you can try.

If it's any consolation, I don't think your theory about it being a competitor is as 'wacko conspiracy' as some of the posts we see here. If the buyer knows he got both items AND you even refunded him but he refuses to revise the negatives, it would indeed appear to be that he wants the negatives there for a reason that has nothing to do with (genuine) dissatisfaction for these 2 transactions.
I wish there was a way to prove that to eBay but I don't know of any. As for suing for defamation, you would need to consult a lawyer for that. Search your local law offices, look for ones specializing in business law. Most of them will at least listen to your situation and tell you if it's their kind of case.
Question is, is it worth the thousands of dollars they would charge for it?

Whether or not the eBay employee understood the situation clearly, honestly it's not right that they didn't at least remove THIS one.

You should not sue the word cartridge in your title or description.

You deserve at least one of them maybe not the one that says they didn't read the fine print but then again your listing is confusing and makes it sound like if they ordered a quantity of 2 then they are getting 24 refills total. is that correct?

I agree ... reading that listing, it is really confusing to me ... I have no idea what I might be getting.
My first assumption from the title is that I'm getting 6 of the item pictured ... but then then the title says "2 PKT", so is this 12 of the items pictured because they come in 2 packs?
Or does the title imply that each item contains 2 refills, when the label on the package says that it is for 3 refills per package ... or 18 refills.
It becomes a little clearer if I want to spend the time to read the extensive description, which isn't immediately clear ... I had to spend about 30 seconds noodling the language. (Wow that is an unnecessarily long description).
