Today a buyer opened an INR saying they never got an item they bought in January. The tracking no longer works so I have no idea if they got it or not, either way I don't understand waiting this long. They never contacted me about the item before now. It says in resolution center "Your action is required by May 7." Can they actually escalate a case they waited this long to open? What will happen if I don't provide working tracking (since the # no longer works) before May 7? Will anything happen this late?

So I got this rather threatening email from eBay today about this case, what the heck?

Even if a buyer is outside those time frames they are allowed to open a request with a member they purchased from - this is to facilitate communication between parties, and is independent from the Guarantee.
It seems to me that if the time for the MBG has expired, 'facilitating communication' should be done via a "contact seller" button, not one that opens an issue for INR. Or is the INR request reflected in some sort of "seller performance" ?
They buyer can still go to PayPal. They have a 180 day window instead of 30.

Ebay is at risk of losing a lot of customers due to items not arriving due to Covid-19. They are saving their bottom line by forcing sellers to refund items even if it is past the time limit. They are forcing sellers to refund items even if the Item was shipped using Ebays International Shipping. Tracking numbers all over are also mysteriously not working. Basically, Ebay is stealing from sellers to prevent losses due to Covid-19.

First off I am aware that finding a tracking number past 90 days through ebay appears impossible.
So then...
If you are using Paypal as your payment processor and the INR was filed through Paypal it would appear you'll need to use the Paypal community for an answer although it would also appear that you'll be issuing a refund.
However I did find the following of interest:
If you recorded the tracking number with Paypal, they still have it.
Look under Activity-> Past 30 Days-> dropdown menu to 2020 -> customer name-> Transaction Details.
If it's through ebay's managed payments (or if the case was filed through Ebay) I found the following of interest:
How long does an Ebay buyer have to open an INR case?
30 days after the Estimated Delivery date.
That date is derived from your own handling time and whichever carrier you choose.
After the 30th day they can still open the case but you as a seller have the option to close it down and the buyer cannot ask eBay to step in.

Can you afford the defect?
I'd either see about closing it and if that's not possible let it time out and see what happens but also I would be visiting Paypal to see if they still have the tracking number.

But at any time, communication between parties can already be facilitated within ebay messages... which is a viable record of communication with ebay.
Ebay is creating a redundancy. Many times (regardless if outside of timeframe or not) I get buyers who file an INR and communicate thru the INR, then ALSO message me thru ebay messaging pretty much saying the same thing. It's like they are trying to message blast me. I would reply thru communication method #1, then they would respond thru communication method #2. I would reply thru communication method #2, then they would reply thru communication method #1. Round and round we go, creating miscommunication chaos and the buyer (and sometimes seller) gets confused because they can't keep track of the chronological order of what was said... and sometimes overlook some messages.
Best to keep messages consolidated in one place than to create redundancy. Kinda like in this board, it's frowned upon to start a thread for an issue that already has a thread started minutes ago. It splits the focus.
