Buyer made a best offer that I accepted. Then buyer requested an invoice to ship to another address. I tried to do an invoice to his original address and it will not allow me. Can anyone help?

Have the buyer change the ship to address when he checks out in the payment process.

you dont really need to send an invoice
I take it that this is not an immediate payment
you buyer needs to add the other address and then submit payment
buyers can use any address they want but its up to them to add it in before they pay
please make sure you know where the "awaiting shipment" tab is up at the top of seller hub
its very important to see this when shipping

If it was the concert T-shirt, that buyer is now showing as No Longer a Registered User ("NARU"d). Stop communication with that person; you no longer have a sale to them.
Generally speaking, you don't need to send an invoice just for a buyer's change of address request, because they are the ones who choose the Ship-To: address at payment time. Sending an invoice will lock in the Shipping cost to the buyer's eBay address (since that's the only address known to the system before the buyer sends payment). If you're using Calculated Shipping, the buyer's Shipping cost will automatically adjust to the address they want it shipped to. They do not need an invoice from you for a straight purchase; they just need to hit the Pay Now button in the listing.

First, are you sure that the "buyer" who's asking for the change of address is actually the real buyer?
If he has not yet paid, tell him to change the address when he makes payment.
If, however, he's already paid, that involves cancelling, refunding and relisting.
Again, you need to make certain that the person requesting the change of address is the true buyer.

And that seller is NARU. (Not a registered user) So it's unlikely he won't pay.
Given his NARU status, you can probably cancel without waiting the required 4 days.

no need to send invoice. Buyer just needs to pay, and you ship to the address eBay gives you.

the best advice I can give you is to never rely on any messages for payment
the shirt buyer has flaked on you, is NARU and maybe was up to no good
scams in messages are common
seller hub cant be hacked and its what you need to pay attention to, not messages

Ebay and insurance companies will cover you only if you ship to the buyer's address on file at the time of purchase. Shipping to any other address will have no protection whatsoever.

There is a 'Change" link on the payment page, where the buyer can change the name and/or address. The seller is covered if they ship to that address, which is the one attached to the payment.

Your buyer is showing the red flags of being a scammer. Tell the "buyer" that you must ship to the address on the order otherwise it needs to be cancelled so the buyer can correct their info on eBay. You can chose there was a problem with the shipping address as the reason so you don't get dinged in your metrics. If the buyer asks you to cancel, you can use the buyer cancelled option. Both of those don't hurt you.
Whatever you do, don't ship to another address. You have no seller protection when the inevitable item not received claim comes in.

Looks like ebay has removed this buyer all together. I was able to cancel the transaction.
