Hello,
I recently had a buyer open a return request on an item delivered at the end of October. However, I thought return requests could only be made up to 30 days after delivery. Since Paypal is out of the picture and eBay manages payments, how are they able to still open a request? Is there something I'm not clear on here?

Yes, the MBG expires after 30 days, but sellers can still open a case after that.
The only difference, after the 30 days, Ebay will not get involved.

A buyer can open a return request later but if it is past the 30 days it is up to you whether you want to accept it or not.
Given the fact that if you deny it they can claim with Paypal or a CC anyway, I would offer to refund if the buyer pays to return the item to you.

Maybe you mistakenly offered 60 day returns? We always offer 60 days for returns. Just a thought....

We don't normally offer returns unless an item is defective or not as described of course. We always tell buyers if it's covered under eBay's return policy we will accept returns and provide refunds. I just thought that eBay's return policy covered only 30 days.

Currently the return window says I must provide the shipping label and that I'm responsible for the return shipping costs.

That's not correct.
Your listings have a 30 day return policy so you MUST take returns for 30 days for any reason or for no reason.
As for your buyer, you aren't obligated to take the return.

They allow it as a means of communication. It's a vehicle to work things out if it's possible. Some sellers want repeat business so they might allow a return.

Check the order against the 'zip code' that is shown for the delivery. Maybe they never got it and just now realized it? It's up to a seller if they want to
ignore it
refund cash
send another one (if poss)
