Can someone tell me if a seller makes a counter offer to a buyers original offer and then ends the listing before the offer time period only to relist it with a different price if that is against Ebay policies and if so, how does one report it? Thanks.

Basically all the seller did was retract a bid ... No penalty, and nothing to report to eBay

If the buyer makes the same offer again, will you accept it again?
Or is the real goal of this to retract the pending counter-offer?

There is nothing to report. A seller has the right to end a listing for any reason. The same seller has the right to relist that same item at a later time.
