Buyer Refused Package.

This has never happened to me before in years of selling:

In my mail today was a "refused" package for an item I sold and shipped. The buyer did not contact me. The item was less than $30. The buyer appears new to eBay. 

Should I message the buyer? Or wait and see if there is any contact?

I'd wait to refund and message the buyer to find out if the package went to the wrong address or if he simply changed his mind.

Since the package has been

"refused" , inquiry as to the reason is appropriate.

I think the right answer is to wait until you hear from the buyer, but I know that if it was me, I'd email him once and ask what was up.

Since the buyer refused the package and you received the package back. I would refund the buyer and move on. Why contact the buyer or wait to see what the buyer will do? What is the purpose?

Actually, depending upon the reason the shipment was refused, the buyer may have voided their rights under the MBG.  If the package was refused because it arrived postage due they are still covered by the MBG.  However, if the shipment was refused because it arrived at an address where the purchaser is unknown, I would contact the buyer through eBay messages and secure the parcel and await the buyer's reply.

Assuming that the package was shipped to the right address, contact the buyer tell them tracking shows a refusal to accept package. Wait to see if you get a response. If no response , wait till the package is forewarded back. Refund when you receive it back.

It does not matter whether they refused and voided the MBG. If the package is sent back to the seller they still need to refund or the buyer can file a chargeback. There is no point in fighting over this if the item is returned. MBG on Ebay will still be enforced one way or the other. If not through them then through PP.

IMO, I would wait a day to see if the package gets redelivered. It may have been missent to the wrong local address or the carrier entered the wrong reason in the scanner. The package may end up back out for delivery again today.

OP if you wait until the buyer contacts you, the buyers contact might be an INR case and you could have to deal with ebay and/or lose the entire payment which means the money you used to ship the item to the buyer.

Refund the buyer the item cost minus the ship costs.  Then email the buyer and state that you got the package back and you have refunded the item cost minus the shipping.  If you are lucky the buyer will be happy with that and let it go.

If your listing says ships for free, refund the whole amount.  That is the hidden cost of 'free' shipping.

I wouldn't do a thing until the buyer messages me...and even then I wouldn't do much since they just opted themselves out of the MBG.

The seller may eventually end up refunding the buyer if they file an INR with PayPal or a charge back, but not the MBG.  The way I understand it, under the MBG a refusal of the delivery would be considered abandonment of the property under MBG terms.

Of course, I would recommend securing the item and contacting the buyer to see why the item was refused, but there is no reason for the seller to refund anything immediately upon receiving the item back.  The ball is in the buyer's court and I would do nothing until I received an answer from the buyer or they opened some sort of dispute.  However, I don't believe a buyer can win an INR dispute under eBay's MBG if there is a record of them having refused the delivery.
