I listed an item and it had several bidders. (Including the buyer who bid several times over several days). When it sold for over $200 the buyer paid for the item and then sent me a message saying he didn’t know that it wasn’t the brand he thought it was and didn’t know it had been broken although I stated in my listing that I didn’t know who made it and that it had been repaired.
Then he asked me to cancel it.
Ebay says since he paid I can just ship it to him. My question is—-should I cancel it or ship it ? I really can’t believe he didn’t read the listing and kept bidding and says he didn’t know those things.

Well in all honesty if you ship buy will just file a not as described case and get their money back
Might as well save yourself a huge migraine and cancel

If you ship it, you run the risk that he'll claim it's "not as described".
You can cancel it using "buyer requested".
I would tell him to send me a cancel request and then cancel it from that. Just to be certain there were no misunderstandings. Although I will admit, I'm not sure that's still an option once they've paid.
If you have owned a dachshund, no explanation is necessary.

its time to cut your proverbial losses and just cancel it
forcing a sale on a buyer who no longer wants it can just be frustrating and backfire and just waste time
some buyers just glance at a description

Cancel it and gets your fees back, minus the 30 cent transaction fee. Choose "buyer cancelled" as the reason.
If it sold once, it will sell again.
You likely dodged a bullet with him anyway - if a Buyer says cancel, we just cancel the order if it has not shipped.
Sorry your buyer is a flake. Better sales await!

It is common practice now that buyers do not always read the descriptions. Especially when using their phones, where a click-through is necessary.
It is rarely a good idea to try to force a sale on a buyer who is clear that they changed their minds. It is annoying, yes, but in your better interests to cancel the sale. You get your Final Value fees refunded and he gets his money back. Then you are free to relist.

cancel the listing due to buyer request; Blocked bidders list;
Relist the item..
Any thing else is a very high risk to YOU.

@brlagniappe You actually have the advantage here, you already know in advance of spending more time and money on shipping this item out, that the buyer doesn't want it. You cannot force the buyer to keep the item, no more than eBay can force the buyer to. You will be losing the item and your money if you ship it now. Just select cancel due to buyers request, make sure you select that option so you don't receive a demerit, and list it again. You need to keep your best interests in mind here. Cancel it, using buyer requested....... If he gets it, he'll probably try to return it as a not described and you'll have to pay shipping back............
Cancellations are just part of listing on line........in a B & M, they may pick it up, only to leave it at the counter....

I know you are disappointed that customer wants to "back out" of the deal but if you ship item...customer will just "reverse credit card" transaction (keep item and your money). It is in YOUR best interest to cancel the transaction. EBAY will NOT help you if this happens (they have no authorization over credit card companies).

A) Cancel it. Buyer gets his money back including shipping. You still have the item.
B) Ship it. Buyer will return it at your expense and you don't know what condition it will be in when you get it back.
It's a no-brainer.

Aside from cancelling, can you offer the item to the second place bidder, didn't see anyone mention it. Back when I used to do auction that was always an option in cases when I had problems with the wining bid.

eBay always sides with buyers. I have had items returned with "Just changed my mind" as the reason that I cannot win an appeal for.
Cancel bid and relist and move on. This place is a nightmare if you go against buyers.
