I do not ship international, so why are buyers that reside in China, but use a U.S. address allowed to bid on my items. Can I cancel their bid and give the runner up (Who lives in the U.S.) a second chance offer?

I recently spoke with eBay customer service about cancelling a transaction with a foreign buyer whose US address came up in the eBay community as a known scammer... they told me that if I used "problem with address" as the reason for cancelling it wouldn't count negatively against me. Good luck. I'm pretty much done with eBay because of all the foreign scammers.

Why would you cancel their bid? Your buyer in China is using a freight forwarder and is totally acceptable.

It very well could be an American living abroad in China. You could end up with a negative and a defect against your store. You are shipping to a USA address they paid you should ship. JMO

They've not paid, but that's not an issue. I am merely asking if I can cancel the bid and offer the item to the runner up or any other bidder for that matter. I don't care about neg feedback.

@snoopdad40 No not if it was an auction and the person from china won. You do not have to sell to anyone but you will get a defect against your store.

So why come here and ask if you should?
If you do cancel your only option would be out of stock since they are using a US address and they didn’t request it . So go ahead and take a defect for cancelling. If that’s what you want to do. It is after all your seller account.
If they don’t pay after 96 hours you can cancel for nonpayment. As for the second chance offer, chances are the under bidder has found the item elsewhere already.

2nd chance bidder won't find this item elsewhere. I merely asked as I have never cancelled a bid in the 20+ years I've been selling.

In reality you have no idea if the buyer is actually in China. They could very well be a registered Chinese buyer but in fact living in the US. They could however also be using a freight forwarder and be living in China but you didn't post details so no idea which situation you are in.
If you do not ship internationally or limit your international shipments to certain countries you can cancel the order based on problem with the buyers address. Some will argue that this is not a valid reason to cancel but it's your merchandise and your risk.
Ironically it is one of the ways buyers in the Russian Federation have found as a work around to the sanctions. They simply open a CC account with a Chinese bank and utilize a Chinese based FF to receive the items and then simply forward it to the buyer in the Russian Federation.
EBay proclaims that the buyer looses their money back protection when they utilize a FF but they have waffled on this at times and that policy is useless in the face of a CC chargeback. There have been multiple posts on this forum about buyers who bought high dollar high end items, cell phones and electronics being their favorite targets, and then once they had the items filed a NAD chargeback with their CC company. In most cases, based on the CC company decision, they were fully refunded and allowed to keep the item.

In a situation where a buyer utilizes a third-party forwarder:
- Buyer loses MBG eligibility for INR claims once delivery to the forwarder address is confirmed.
- Buyers can still file MBG claims for NAD (excluding damage in transit).
- Seller must provide a shipping label to the buyer the label is valid fro a return from the FORWARDERS location, the buyer has to get it there to use the label or they have to ship it on their dime and send from whatever country they are from (of course with full tracking).
In most situations this means you don't get returns, INR claims are an easy win.
