Buyer Exemption List isn't working

So I get a message yesterday from a buyer in Malaysia that says something like "I bought a bunch of coins from you in 2014, I don't know if you remember me. You didn't ship to Malaysia but you used to give me an exception and I can't seem to buy anything today."

 

I go and look at the exception list (because I did clean it up to remove anyone I didn't remember that hadn't bought for a long time). Sure enough, I left his name on the list in case he came back.

 

But he can't buy... why not? I gave him an exception. US Post doesn't do tracking to Malaysia anymore so I added it to my excluded countries list, but for this buyer (who I used to use Canada Post and no tracking to ship to), I am willing to make an exception, but eBay's buyer exception list isn't working.

 

I have coin auctions in a few weeks where I want the Russian buyer to bid (and he couldn't last time, about a year ago, told me it wouldn't let him because he lived in Russia), but he is also on the list. So what now? I have to allow shipping to Russia because the exception list isn't working?

 

Can you tell me of anything on this site that IS working?

did you check to be sure shipping is being done to Malaysia right now.......with the Covid resurgence?

OP is wondering why the buyers on the Exemption List are no longer exempt from shipping restrictions.

I have no idea of what's going on with the exemption list but in this case it does look as if there is now first class tracking to Malaysia so you might want to add it to your listing.

I could give you a list of what's working for me but it would only be

valid for about 10 minutes before it changed.

 

It used to be rare that I would have issues. For at least the last two

years there is not a single day that I can't find something that

is not working properly.

He can't buy because the government of Malaysia prohibits the import of coins worth more than 50 Malaysian dollars - about $12 US.

Excluded Countries overrides any other 'block' or 'exemption' placed for that buyer. If you don't allow and exclude all sales from his country, putting that buyer on the 'exemption list' doesn't change anything.

I did a shipment to Malaysia two weeks ago, and that's when I realized they cancelled DELCON a year ago. It was a $70 coin, to a 1 FB buyer. Didn't want to take chances so I cancelled Malaysia, but then my old time customer reappeared to buy some coins and couldn't make a purchase. (Despite being on my exemption list, I left him there because I'm inconsistent with what I blocked for shipping).

he's not blocked. Malaysia is blocked, he should be exempted to be able to purchase.

The one I sent a week ago didn't have an LZ or whatever prefix, it had the same prefix as those countries that don't have tracking to the door. (The Czech one goes to the postal agent in the destination country).

 

The Malaysia guy not being able to bid isn't the end of the world, I should be able to fix that. I asked him which listings he wants to be able to fix them for him to buy those specific listings (and risk someone else coming along and buying it in the meantime).

 

I'm now worried about what to do about the Russian guy. I don't want to ship to Russia, but the Russian guy pays for premium shipping services from Canada to be able to get tracking to the door. He pays $105 per package (of 8 lbs), I'm not sure I can get someone buying one lot to pay that much for the premium tracking services... need to figure out how to fix that if the exemption list isn't working.

The government of Malaysia doesn't have jurisdiction over what I'm selling on eBay. That's for the buyer to deal with when they try to import. Malaysia government doesn't check listings to prevent their citizens from buying.

 

The Russian buyer  had the same problem about a year ago (but I figured it was a fluke) and now I'm going to have to deal with that with him again when I run my auctions later this month.

That's not how it worked over a year ago. The Russian buyer was excluded from buying from being in Russian forever, but he bought from me from 2013 until 2020. I had to allow sales to Russia in 2020 to let him buy because the exemption list wasn't working any longer. The purpose of the exemption is that they're exempted from the exclusions which is how I sold to people I wanted to do business with in countries I normally didn't do business with.

Is it possible eBay won't let you exempt buyers who got a strike? I'm thinking maybe he racked up some unpaids under the new unpaid system.

TTBOMK, the exemption list overrides the Unpaid limit. The OP can see whether that's the issue by looking at his Buyer Requirements Activity Log (here), where he can see whether anyone's bounced off it attempting to bid or buy the listing of interest. (The IDs are disguised, but their feedback count is visible.)

 

However, I cannot see why the exemption list would override a block on the buyer's country, as that could result in a purchase that's impossible to ship.
