Has there been a change in eBay's policy about selling adult DVD's that aren't "originals" (compilations converted from VHS or burned from original DVD's; the kind shipped w/o artwork in plain white envelopes)? There used to be lots and lots of this type of listing and now I don't see any.

I doubt there has been a change. These types of items have never been authorized for sale on eBay. Likely you have seen them start to do better at enforcing items restricted such as:
"Unauthorized copies of media, software and paintings – this includes backup, pirated, duplicated and bootlegged copies."

Hi @rtwx2017, I'm happy to clarify! Our counterfeit item policy has not changed. If you find items that appear to violate this policy then please feel free to report them. Our teams will review and take appropriate action.

I'd bet they would be lining up to 'review' the adult DVD's .......... 😀
