Bidder asking for invoice?

Hi all!

As you can see, I'm relatively new to ebay and having to sell all my stuff due to personal circumstances. I just had this person, https://www.ebay.co.uk/str/minnihobbies, win a bid but they have not paid and i've had to invoice instead. i can see they break down packs to sell individually and what not. Is it normal folk don't pay for winning bids right away and one ahs to invoice them instead? Or is this more likely someone who views me as a rival and wants my products off the market until they sell theirs?

If you sent an invoice, don't send any more... Ebay issues the buyer an invoice at auction end (or purchase) and if you keep sending invoices, it resets the payment clock

"Yes" would be the answer to both of your questions, although they are not necessarily related in any way.
