How can someone have 152 bid retractions and still bid on my item. Have settings at don't allow if 2 bid retractions in 12 month. Scratching head

Are you thinking of the block for two unpaid items? I’ve not heard of one for bid retractions.

Read the setting again. Likely it refers to "non payment" not bid retractions. As far as we know there is no limit on the number of bids a buyer can retract. We have seen some with many hundreds to thousands in the recorded time frame.

I saw a bidder with 1543 retractions in a year...I was bidding on an auction and looked into the bidder who had a higher bid than me and saw this. It is allowed and don't know why.

You ask a very good question. One many of us have asked from time to time over the years. It appears while Ebay tracks this number, they don't have a team that is designated to take action on a buyer that is abusing the system.
I would encourage you to report the buyer. It will only take you a moment and if we did this more often, maybe we would see some changes.

You should point that out to the seller - that he is not likely to actually get paid by that bidder if he wins. Maybe the seller will cancel the (future) deadbeat bidder and you can take the lead. 😁

I believe some of the rules are more of a guidance and not a strict rule that will get you removed from using the services.
I think nothing is done because sometimes they do buy stuff. Can you imagine if eBay were to ban all buyers who violated a rule? There may be a noticeable drop in sales.

Actually this starting to change with the implementation of the new autopay feature for offers and bids. The down side to that is you may see a reduction or elimination of the non-payers but you may see an increase in buyers requesting cancelation of the sale after they have paid and hopefully before you shipped.

I dunno, isn't pointing out to a seller that his bidder has a lot of bid retractions considered auction interference?

I think you might have read that block wrong. They do have one for two or more non payment strikes. Never seen one for bid retractions. Could be since some are allowed under the rules and they can't tell if they were legit or not?

Not at all - just pointing out to the seller some publicly-viewable data about his lead bidder in case he had not already seen that.
Funny thing about that is that other bidders can see the info much easier than the seller can. We can just click on the disguised bidder ID on the bid history page and that will pop up a 30-day history of his activity - including the number of bid retractions on his record. In order for the SELLER to see the same info he must go into the bidders feedback page and bring up the Feedback as a Buyer tab before he can find the bid retractions number displayed.
I know if I saw that in any auction in my selling account I would think seriously about nuking that bidder and putting him on my BBL before that bidder had a chance to retract his bid later on and mess up the bidding price.

This is why I don't even bother with reserves anymore. Someone always just false bids to figure out the reserve then retracts.
