Something that would be fair for both buyers and sellers. Monitored by eBay. No more feedback. A simple system that records your activity without personal feelings being involved.
Just like the "stars" on the feedback page listing shipping cost, description, etc. Instead of feedback left by buyers for sellers and vise versa, how about an accounting of transactions instead:
Number of transactions cancelled, including bid retractions and non paying(only for whoever initiated cancellation)
Number of returns(applied to both seller and buyer for each transaction)
Never received item, sent wrong item(with proof)(against seller)
Applied for refund and/or return(changed mind, ordered wrong)(against buyer)
Non of this would "count against" anybody, but merely provide basic information on possible abusive/fraudulent behavior. The eBay sight would post these numbers to make it fair for everyone.

Nothing would count against anyone..........but both buyers and sellers would construe it as such.....
Buyer
Shows me with 5 refunds, all item were broken in shipping "NOT MY FAULT"
Applied for 5 returns, all items were wrong size,or had undisclosed flaws or were wrong color NOT MY FAULT
Seller
Number of canceled transactions.....requested by buyer NOT MY FAULT
Never Received items...........PO lost items, NOT MY FAULT

Suppose I want to buy an expensive camera from a seller. Under the current system, I can check the seller feedback to see if the seller has sold any camera-related items previously and received feedback for such sales. I may notice that the seller only has a history of selling keychains for six months, and decide to pass on the purchase of an expensive camera.
Under your proposed system, what would I see when I checked that seller's statistics if I could not see feedback for recent or past individual transactions? Aside from the fact that the seller had one hundred or so past transactions and no returns or cancellations -- something not hard to achieve when selling keychains?
A purely statistical accounting would be subject to being gamed: sell a lot of inexpensive trinkets to shore up total transaction numbers, perhaps sell one big item if total sales volume is displayed.

IMHO raw numbers mean nothing without a total number of transactions to compare them to.

Judging from your other posts and previous thread, you really seem to be fixated on finding a way to punish buyers.
