I sell things with best offer options. I had an item listed for $35 or best offer (I put what it auto-accepts). A person offered me $20, paid the $35 and then asked me to send the change back with the item. I sent them a message explaining that I never accepted the $20 and that I would accept a $30 offer and give them the $5 back via PayPal or if she didn't want that, she could cancel the order. I am waiting to hear back from her. Just curious, has anyone had that happen before?

Why not just cancel at this point and suggest to buyer that you both start all over?
Is this a new buyer, by any chance?

If the buyer paid for the full price & you didn't accept their offer, then you shouldn't refund anything. Plus, any refunds should be performed via managed payments. Keep everything on the ebay platform.

I was thinking of doing that but I thought I would contact her about it...but yes, if I give any money back it will be via Ebay not in the package.

Buyers cannot cancel- you have to cancel and refund.

I tried to do that but it asks why you want to cancel, the options are "out of stock", "buyer asked to cancel" and something about issue with shipping address. They buyer has been a member since 2001 and has over 1500 feedback. I just found it very odd!

That buyer is violating policy.
Buyers can't ask for things not offered. The buyer demanding you just send the cash back of 15.00 is ridiculous.
You could report the buyer to protect your account.
You could cancel under that fact that the buyer changed their mind on the price.

It's not unusual for older, rarely used, or abandoned accounts to be hijacked.

The buyer is asking that you change the Terms of Sale after the purchase, which eBay does not allow.
With Christmas, I wouldn't expect an answer until Tuesday in any case.
If the buyer does not respond, I'd go with "buyer asked to cancel"

It was in my payments but I did contact Ebay and I cancelled it.

There were 5 fb in the last month. Yes payment was there but I did get an answer back from Ebay and I cancelled the order. I would never give a refund the way they asked and part of me thought it was an odd buyer, part of me thought scam. If I sent the item with the change in it, they would send it back for refund and I would be out the $15. It was just an odd situation all around.
