BREAKING THE RULES!!

EBAY HAS LAID OUT THE RULES, BUT NO WHERE DO I SEE WHAT THE SPECIFIC PENALTIES ARE FOR BREAKING THESE RULES..THERE ARE MANY BUYERS THAT DON'T PAY FOR ITEMS, BUT THEY ARE STILL ALLOWED TO BID ON FUTURE ITEMS, THEY SHOULD BE PREVENTED FROM ANY FUTURE BIDDING UNTIL THEY PAY THERE BILLS.  WHY CAN'T SELLERS LEAVE NEG. FEEDBACK FOR THESE

You can block bidders who have two or more unpaid item strikes. Check your seller  settings/preferences.  (Or just use BIN with IPR and never have to think about this issue ever again.)

You can also block individuals manually in your BBL.

Same reason that Walmart doesn't have a big poster of your face in the window that says 'bad customer'. Even if they are, no 'retailer' will state that. Same here.

And...buyers do eventually get banned from purchasing or returning for refunds after X amount of times in an X amount of time. Both of those X's are a secret and always will be. Ebay has never publicized what they will do because every buyer has a different history/story. Should 2 times and your banned for life work for the same 5 feedback buyer as does a 3000 feedback buyer? What if that buyer has a medical or personal emergency that prevents them from going onto the computer and following through? 

But..most importantly since you mention they 'keep on bidding'- are you adding those buyers to your blocked list?

All it takes to be an eBay "buyer" is an email address. So any penalty that eBay handed out could be wiped away by simply getting a new email address from Google. 

One of the things that attracts buyers to eBay is the fact that you do not have to give up a lot of personal information to buy here. Unfortunately, that has the side effect of making it easy to win an auction and not pay for it. 

eBay has given sellers a tool to deal with this if it becomes a problem - Immediate Payment Required - but that only works for fixed-price items.

Seriously, you've been on ebay for 24 years with over 3000 sales and your asking these questions. Where have you and some of your other long term sellers been hiding? The leaving of Negative feedback was settled during your 11th year with ebay.
