Our eBay store is almost 20 years old, however, I am new to the administration side and can't seem to communicate effectively with Ebay support, the phone number sends me to the website for support. How does one effectively communicate with a live person?

You have to use the "Contact Us" link and request a call back or chat. If it is the least bit complicated
you are likely not to get much assistance. These are calls and chats are routed to foreign call centers where the agents have little authority to act, and are famous for giving the wrong advice which may make your matter worse.
You can ask here. There are many long time buyers and sellers here that likely are more familiar with policies than any agent you get on a call back or chat. It is especially true of explaining how the policies and procedures work as apposed to the printed word.
Your other option is to contact eBay via one of their social media platforms. These are basically monitored by US eBay employees who are more knowledgeable and do have authority to take action on many issues.

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

Thank you so very much for your response. I hope I can reach out to you directly for some guidance, our store was doing very well for several years but a tragic event has caused a lot of issues and I cannot figure out how to handle the new restrictions imposed by eBay or how to appeal our situation effectively, there is just no one on the other side that can help me.

Thank you, probably not likely to happen with out my husband, he was our anchor and the administrator of our Ebay page.

I recommend you google the question. The answer may be more helpful than anything over the phone. You can ask here too, plenty of sellers with experience.

Now I am going to be the voice of doom. I feel for your loss but there is no one on the Ebay side who can help you.
If you have fallen into the below standard pit, you cannot appeal. The numbers say it all, and no amount of justification or human emotion make a difference.
You have limits on your activities and a penalty fee on every sale, and they will continue to apply as long as the numbers are unacceptable.
Selling on any large internet marketplace means you are not a person, you are a number, and your business will be treated in a manner dictated by other numbers.
Sellers often come here looking for how to get assistance from Ebay, and the answer is often, that they cannot. Exceptions to policies are virtually non-existent.

I can recommend canceling your store subscription to save money as you do not have enough listings to support paying that extra fee for it.
