Of course I don't want to pay full price if the seller may take less.
I offer $17.
The seller counters back at $19.85.
Why even accept best offers if your lowest price is 15 cents below your asking price?
I declined and put "15 cents off?" in the comments.

Sounds like the seller either just wants to play games or really doesn't want a sale.

Yeah it kinda sucks but sometimes BO was added when the price was higher.
When people send an offer it shows a zip code.
I base offers on that a lot of the times since but that's because I offer free shipping that doesn't really apply here. However, a zone 1 costs me less so I can offer deeper discount, whereas zone 8 costs me more so I can offer less.
Some people add it to manipulate search as a form to make the algorithm favor them more.
If an offer comes in I check market and will typically undercut lowest. If I'm already the lowest I will only give small.

Lately, when I list a new item, eBay defaults it to "best offer". I have to watch and turn it off but sometimes I overlook it.

Sellers can be vague sometimes...offering $19.85.
But that could be with shipping of $15.00. I know it sounds crazy but crazy things happen here.
Did you address the shipping plus the cost of item?
And yes, I had a buyer who asked for .15 off and I gave it to him....strange...to even ask....I thought buyer might become perhaps a 'repeat buyer'...nope never happened...and no feedback either. LOL.
