Item asking price $20 or best offer + $15 shipping.
Of course I don't want to pay full price if the seller may take less.
I offer $17.
The seller counters back at $19.85.
Why even accept best offers if your lowest price is 15 cents below your asking price?
I declined and put "15 cents off?" in the comments.

I would have let the seller know their offer was a joke by countering with $16.85. 😛

I think some Sellers allow Offers to get better placement (search results) from the algorithm. I HATE when sellers do that.
Maybe a mistake.
Message them and ask if it was a mistake. They might have lowered their price after listing it a while ago. I didn't think you could allow/accept offers less than a 3% or 5% discount (something like that).

I would have taken that offer too. Without hesitation.
I automatically accept anything at a 20% discount or less.
If the offer is really low ... I check to see if they're right, if not, I respond thusly:
"I looked on eBay and some third-party sites. Mine is the second lowest priced in eBay, and in much better condition. The other sites were twice my price. Where did you get your opinion of value? Where did you find it for less than $10? Did they have more than one? - I want to buy some at that price."

And yes, I had a buyer who asked for .15 off and I gave it to him....strange...to even ask....I thought buyer might become perhaps a 'repeat buyer'...nope never happened...and no feedback either. LOL.
Could have been someone operating off a paypal balance, gift card or something else with an exact total they could spend. Of course sales tax messes that idea right up.

I would have taken your offer. I feel cheap offering a 6% coupon to watchers sometimes. Only 15 cents off makes me feel better about myself. LOL

OP is also a full time seller. Just pay the $20 if you need the item. Sometimes BIN mysteriously shows up on listings. Don’t complain about cheap buyers when you hold the same sentiment.

Adding comments when declining an offer may be a lil dumb because a seller would only see those if they actually went in to access their offers page and review the declined offer specifically. Something I've got mixed feelings about overall.
Multi quantity listing? May they be accepting offers on bulk purchases?

That's less than a 1% discount, .7% to be exact.

Unless offers were 'added' by ebay and seller has already set up the listing at their 'lowest price' that they could, then it makes sense (the .15c).
If they 'willingly' did the 'offer' thing- then the elevator does not even make it to the 2nd Floor.....

Oh, that's if the seller even reads them ... I didn't even think about that ...
I have had buyers decline unsolicited offers (so the buyer is anonymous to me) and they write in there something like "Let me know if you'll take $X"

-Buyer wrote comments on decline of offer so I don't see unless I randomly go digging for those comments.
