Apparently it was surprise-launched on eBay Australia. Beta test before they push it out worldwide?
A lot of sellers are going to be very unhappy.

In 2008, Ebay tried to force Australia to Paypal only. Australians refused and many Australian sellers just walked away. The Australian government finally told ebay that they could not do that several years later.
I bought a lot from several Australian sellers at the time and heard this right from them.
I miss those Australian sellers. Had some very dear friends there that came about from buying from them~ great, wonderful experiences. I still think of them fondly. Aussies are wonderful people!

Yes, I do realize that not all months have 31 days, but in a way that could make it even harder to keep track of which items will end up costing you listings or money as items you had listed on January 30th will renew on March first and then again on March 31st.
So now instead of listing 50 items, I will end up listing less items so as to save some for the "renewals"
I got burned by this early on before I upgraded to my current store size. The quick and easy solution was "never list anything on the 1st of the month".

Maybe eBay could/should change the wording from "Newly Listed" to "Relisted" (In RED BOLD lettering). Or how about a limit to how many times the same (or similar) item could be relisted.

I think that relisted in red letters would be a negative connotation that is not really necessary, as the listing may be new to some, even if not to everyone.
And ebay does put new listing on those listings that are new; also some unique items may take awhile to find their buyer. That does not mean they should not be listed.

True I did not think of that so I will put my response in BLUE LOL

And I also did not mean for them to not be relisted. More work for all of us. I was just trying to think of something since it seems to me that people are not happy seeing the "relisted" items being relisted as new.

It wouldn't limit visibility because everyone would be getting that Newly Listed/Ending Soonest search boost once a month. You wouldn't have some sellers getting that artificial boost by relisting something over and over again on a weekly basis-- THAT limits visibility.
And there's a reason I don't use Best Match to search-- I want to see the new listings that I haven't seen yet, not the ones I've already looked at and decided I didn't want. "Newly Listed" SHOULD provide that, except it gets ruined by sellers spamming their listings over and over again via relists. I don't mind seeing older, relisted stuff once a month. I DO mind seeing it once a week.

Yes, but that boost, as you say, would only be once a month, when it could have been 4 times a month. More visibility could correspond with more sales. Also, the 30 day listings may be more likely to be stashed in a watch list as there is no sense of urgency about them~not like with a 7 day listing that may end being bought or simply never relisted. Listing for 7 days as opposed to 30 may limit the seller's visibility who lists 30 days but not the one who lists for 7 days. I know you consider that spam, but many don't have a problem with that.
I search like you do~newly listed~as Best Match is almost stagnant, and you might miss something if you just search ending soonest. Newly listed gives you just that, newly listed, and I think it is useful. I don't mind seeing a relist after 7 days as that can just be skipped over.

Not 100% sure but it looks like a Business Account is needed to have a Store.
While your comment seems to have been missed or overlooked by the rest of the commenters within this thread, I would agree with you that this is probably the reason behind eBay Australia's change concerning GTC listings.
