Buyer recently sent me pics of package i sent them and claims that package arrived empty. From the pics it just look as though it were opened. So now they filing a item not received claim. How do i handle this? Item was sent first class not priority.
Fyi, i did notice that buyer sells the same item i sent them so not sure if they are trying to scam me.

Do you have a tracking number? If the buyer is claiming INR, tracking showing delivered will win.
Go to the case and enter the tracking number and then c&p the tracking info and add that (not necessary but I always do).
A buyer selling the same item? I'm going to go waaaaaay out on a limb and say the claim sounds pretty darn scammy.
Then again, if it's a seller, she/he should know she/he won't win an INR case with tracking. Then again, I have never understood why sellers buy inventory with their selling ids. So, kind of not whipsmart in either situation.
Edit: If you didn't ship with tracking, the buyer knew what she/he was doing and that she/he will win.

Not sure that it will help you any, but my USPS receipts have the weight of package listed on each item. Depending on what you sold, it may be obvious that the package wasn't empty when mailed. Example: A bowling ball in a box would never weigh 14 oz. like an empty box might.

It's obviously a scam

Just for info...........years ago I mailed something in a paper 4x 6 envelop......buyer claimed nothing in it....... we went back and forth about it, my assuring her I would refund her money, but I wanted to know what happened.....she said it looked like the bottom flap was never sealed. I had just bought some new envelops and her's was the first one I used. I checked the rest.......all were barely sealed, frankly I don't know why it didn't give when it was first picked up...... stuff can happen...............

Just put in the tracking, you will win. This is either mail fraud or something broke in the system.

Total Scammer! I've had someone do this once back in 2015. After contacting USPS, a rep told me it is against their policies to deliver an empty package and postal service workers are instructed never to do it.
In my situation the USPS rep gave me instructions for reporting the buyer for mail fraud, also reiterating the buyer definitely received the package and that USPS would not change its decision. Once I notified the buyer of USPS response, they never messaged me again.

They must have invented a new policy, then.

If your buyer files an INR, and you had electronic tracking on the package showing delivery, they can not win that claim. You can get it closed in your favor after they open it by calling Ebay.
They of course then could turn around and file a SNAD. And in Ebay's current way they are handling return requests, they will let them win. Then you appeal and Ebay may reimburse you.
Other are correct. If it was shipped via USPS, they are pretty good about putting a sticker, stamp or some other note on a package that they deliver damaged or the contents missing. I've received packages with the contents missing and I've received damaged packages. They ALWAY have a note on the package by USPS.
If you have the package insured, you can file a claim. However if the buyer is saying there is no not from USPS and the package was empty, I'm doubtful you would win and it is far more likely your buyer is trying to take advantage of you.
