Once an eBay store is purchased does our selling limit automatically increase or is it required to request a limit increase by contacting eBay.

There are 2 ways to get your selling limit raised on eBay. One is by reputation. Periodically, they monitor your account. After your initial limit and you have successfully fulfilled everyone's orders, they will increase your selling limit. The other way is to work on your part. You can send invoices for items in stock, quantity, and a copy of your EIN and city business license. If you check out, they usually do not put a cap on sales, but it is at their discretion.
If you are referring to the number of listings you can create, the short answer is: sell more and make more money!
I’ve periodically gotten emails from eBay saying I can now list up to 100, 150, and 200 items per month (I’m pretty small, so that’s enough for me). As time goes on and their system recognizes that you are bringing in a fair amount of money (I bring in about $300 a month), they will let you list more.
However, that apparently does NOT mean insertion fees are waived. Unless there is a promotion going on (this month, for example, US sellers can list up to 1,000 items with no insertion fees if you include the "Best Offer" option), you’re still charged $0.35 cents per listing.
You may be able to contact eBay directly to ask for more listings — if you go to ‘Help & Contact’ you can opt to call them or have them call you. They have been surprisingly helpful any time I’ve used that option.

Your limit does not increase just because you have a store.

Getting a store will not increase your limit. You need to be patient your limits will lift once you have proven yourself a reliable and responsible seller.

It's always better to re-list the listed items before you get suspended.

Nothing increases your selling limit except getting 2 months or so of successful sales with no problems.
A store doesn’t matter, it has nothing to do with new seller limits.

Um…… everyone gets 200 free/no insertion fee per month. You don’t have to wait for a big promotion.

That Negative for being out of stock is not going to help you get an increase.
