The customer has been notified that I will not accept a return. He says he tried to install it and it doesn't work with his concrete pump, so he wants to return it. I asked him if he had a professional installer do it, also I offered to get him some help if he sent me some information about his pump. His reply was that his pump is working. I don't know what his problem is . Maybe he found another remote cheaper, but the fact that he tried to install it, now it is no longer a new part. I have had chats with someone on ebay who informs me that they are new and don't know how to help me.

You have not reached ebay customer service...this is just a community made up of buyers and sellers like you who volunteer time and experience to help other ebay users.
If your buyer opens a SNAD it will trump your no return policy ( no returns does NOT mean no refund). You will need to accept the request and provide a return label if you want your item back and then refund when the item is returned to you or issue refund immediately if you don't want the item back. If you don't accept the return, the buyer can escalate the case and ebay will step in and refund the buyer from your funds on hold and usually not require the buyer to return the item and you will receive a defect on your account for ebay having to get involved.
If you receive the item back with damage from the buyer, a different item than you sent, or even an empty box you do have the right to appeal the return at that time (although you may or may not be successful).

All buyers have a 30 day money back guarantee which overrides your 'no returns' so if buyer opens an 'official' return, depending on the reason buyer uses, you may have no choice but to accept the return. If the reason used allows you to 'deny' the return, buyer can do a chargeback with his payment source and force a refund from you (and if they do this route, they are NOT required to send you the item back)

If he says it's defective, you have to accept return or eBay will and will add a defect to your account.

Has the buyer opened a return case, and if so, what reason did the buyer use?
If the buyer used a reason that is considered "not as described", then they will win the case if you don't accept the return voluntarily, and in that case, eBay will not credit the final value fees back to you (because they had to step in and help).
If the buyer used a reason that is considered "buyer's remorse", then you can deny the return. In that case, the buyer may do a PayPal case, or file a chargeback with their credit card, and they may win that case despite your return policy.
eBay does not try to judge who was right or who was wrong in cases like this. They take the buyer's word for it, so the outcome of the return case is determined by which reason the buyer chose when they opened the case.
