Hi, I really need an advise from you asap.
A buyer purchased an item but doesn’t want to return it but keeps asking for a refund.. what should I do? Please advise

Tell them to file a return request..

As Pika said, but also go ahead and report the buyer for misusing returns. A buyer with enough cahoonas to tell you they want a refund and also want the item is likely to retaliate with negative feedback if they don't get what they want. Reporting them now puts you one step ahead in getting any retaliatory feedback removed.

Agreed, except instead of reporting them for misuse of returns (no return has been filed), I would report them for making demands outside the listing, then select the sub-option that says buyer demanded a refund.
Don't reply to their last message. If they want a refund they can file a return request. Add them to your BBL here.

You have some choices here.
1) No longer respond to this person after you explain that you are unable to refund without them filling out the form on eBay for their refund. You are under no obligation to tell them how to do it. You may just have a 'tree shaker' whose usual method involves a bully type stance just to see what you are willing to fork over for them to simply go away and MAYBE not leave you a red donut. Just wait until they file a "case" and go from there.
2) Fall for this tactic and refund the guy and let him keep the product for free. You can still get the red donut.
3) Ignore this person, put their ID on your blocked bidder list so they can't cause anymore drama for you (with this ID anyway). You are not required to even respond to this sort of message. Use the "report the buyer" feature selecting the proper reason (I believe there is one that outlines demanding a refund and keeping the merchandise) and providing the necessary information regarding their demands and correspondence so far.
Should your buyer file an eBay claim, deal with it when it happens, and now go get a good night's sleep.

That's why you Report them for their demand.
Then you can request removal of the feedback and eBay will probably agree.
Also.
EBay does not use FB to assess member accounts.
But future customers do.
If you are left negative FB, you can Respond, although generally it is not a good idea.
If you do Respond, remember the reader will be a future customer.
Be polite, calm, factual, specific, and professional. "Offered refund on return. Sent Return Shipping Label 10/17/24. Did not use label or return item." for example.
