After reselling Full time since 2016, over 5k products sold and 1500+ active I ask myself......
How much is too much? This is a question I ask myself at least once a week. I do my best to touch on all of the different promotional options, Sales and Coupons, but at what point does a reseller just drop all of the extras? Is it possible to be successful running a regular a Non Promoted store that doesn't run a sale?
I look forward to hearing from other resellers.

It all comes down to whether or not those promotions are significantly increasing sales.
And keep in mind that starting in June?, the promoted fees will come out of the total sale (including tax and shipping), not just the item price.

I think its a broken idea that can have its legs cut before it can even drag lag itself to the surface.
Not to mention it changes things from a asking price to a needed price to see any return.

There are a lot of variables that go with being a seller on eBay some of which depends on your particular situation. As a casual seller, no store, I have never felt the need to promote listings, run sales or offer coupons but I am not making a living doing this so if something doesn't sell for a year or two so be it.
I have also diversified across a lot of other selling venues and platforms where I can often list the item 0-20% cheaper than I can list it for on eBay simply because there are no fees or lower fees and in a lot of cases the exchanges are P2P so there is no shipping cost for either me or the buyer and there is less selling risk with regards to returns.
It also depends a lot on your product line and the demand for the merchandise as well as how competitive you are from a pricing perspective. I don't purchase much on eBay these days simply because the increased costs (shipping, fees, etc.) have often pushed the price for the item on eBay above what I can get it for somewhere else, generally a B&M store.
If you are doing this as your primary source of income then you have a LOT more factors to consider. There is no one definitive answer to your question a lot of time it is a matter of experimenting to see what works the best.

I only, and rarely, run promoted listings for my buying mistakes where competition for an item is fierce. I have never used a store wide sale or issued any coupon. On a quick glance I did not see many of your listings that I would think would benefit from a promoted listing. The only thing you can do is stop or start the promoted listings to see if there is any change in sales volume. I actually find it better to price competitively and then use best offer when an item hooks a watcher.

I have a Basic Store on two of my IDs .
I find Promoted Listings at one percent seems to bring in more Views, although the sales are not necessarily of the Promoted items.
About a third of my items sell with Best Offer, and I have tight parameters on accept /decline for those.
Because I sell from Canada, I am able to qualify for Global TRS without using tracking.

Selling mostly used 1-of stuff, promotions really don't do much.
The object of a promotion is to get your item to the 1st page, top (in best match) once a person has inputted a search phrase. Since most of your items are not something that someone would probably 'search' for by name, promotions do nothing.
Sales? Depends on the price- not your regular price and not your sale price, how you par up with the competition.
My 2c is: Your items would do best by sending offers to watchers; since they A.) have already seen your item B.) put it in their 'watch' list.

I don't use Promotions (well I do but only on some really old stuff and then only 1%)
I don't use Best Offer
I don't use markdowns
I don't use coupons
Although sales have been sluggish for the past few months I don't think any of the above is the reason. More likely it's post-Covid and dramatic levels of inflation that are affecting my totally discretionary items.

I still think the basics are critically important:
Track if your items are making to the top of searches of presumed keywords.
I do mostly auctions. They only promoted listings they have are a $3.99 flat rate have tried a couple of times mostly on slightly more obscure items. Not sure they yielded any results.
One idea, that is kind of old time but might be worth a try, List a few items in .99 no reserve auctions and use them as kind a promoted listing tool. They should bring you more impressions and views and then make sure in addition to all the stuff about your store you have a link in the listing description to see my other items. It maybe that you take a little loss. However, do the math. If that loss is cheaper than paying a promoted listing fee on a sold item, then you are generating revenue off of a promotion and not paying eBay for PL.

My opinion is different............ the object for me is to get my items seen outside searches where they would not be seen......i.e. along the side of a listing, in the promo box....... to mimic the candy items in the check out stand, to impulse buyers............. Oh, never thought of looking for that, but I want it...buyer.....
No argument price matters, but sending offers to watchers have never worked for me....... I don't pay for the extra exposure unless buyer buys.....and I can afford the extra 3% or so in my margins so why not use it?
