Is anyone else having this issue? I need to ship an item from New Zealand to the US but ebay is refusing to release funds for 30 days including shipping costs. I don't have a bad sales history or negative feedback, I registered with payoneer any recommendations as to how I can resolved this? I was told to cancel the order but of course they didn't tell me that in order for the buyer to receive a refund I would have a transaction for the cost of the item. There is no interest in resolving this and I am so mad. I should have been notified of the 30 day hold before I listed the item.

I notice you have no feedback as a seller.
Are you a new seller?
That could be why your funds are on hold.
New seller?
Expensive item?
International sale?

Yes to all but why didn't they notify me of this before listing its not something I should find out after the item has been purchased. It states in hold that a 30 day hold happens when you have a restricted account and they notify you

New and infrequent sellers are subject to have their funds on hold. It is to make sure the transaction is successful and to back the Ebay 30 day Money Back Guarantee. In the event there is an issue, not as described, item never received, the funds are there to refund the buyer if they open a dispute. No returns does not mean no refunds. I see this at the bottom of every listing form..........
