A buyer contacted me about receiving an empty package and opened a case for a refund. The buyer sent photos which showed the item was ripped open and was empty. I contacted ebay about it and they closed the case in my favor since tracking confirmed that the item was delivered.
Now the buyer has opened a return request claiming the item is "defective or not working". Now what happens since ebay did close the case in my favor?

If the buyer isn't lying about the empty package, the buyer just simply filed the wrong claim.
Some buyers think they have to file INR if they received an empty package because they didn't receive the item..

The PO usually puts the item in a plastic bag with stickers on it saying it was damaged in transit. Sometimes not, but most of the time Yes. They also should indicate if the package is empty.

Like I said in the first case, I would issue the refund now so as not to incur an extra shipping charge.
Do it quick, before the buyer has a chance to ship!
Because sometimes it's just best to do things this way.

Since the original INR case was closed in your favor, eBay could be working with the buyer on the 2nd case. eBay may possibly grant the buyer a courtesy refund.
I had this happen once and when the buyer opened a 2nd case as SNAD after the 1st case if INR was closed in my favor. The email notifying me of the 2nd case being opened stated that "eBay will contact me if they need any additional information from me". eBay was basically keeping me out of the loop and working directly with the buyer.
If you did not receive a communication like I did from eBay, then you will probably need to call eBay and make sure that they see the INR case closed in your favor. Hopefully eBay will work directly with the buyer on the 2nd case.
The buyer in my case had pretty much "hung himself" as a scammer in the numerous eBay messages he had sent. It was a weird case as eBay knew the buyer was a scammer and I think they did a courtesy refund anyways.

There's a user (on a separate thread) who shipped a 6k item and received a box of rocks. He hasn't returned a single courtesy for any of those helpful users.
Same goes with the lady and a two thousand dollar stove.

And we say all the protections are for buyers.....
Packages REALLY DO arrive damaged and empty. I've received one, although thankfully not an Ebay purchase.
Instead of frantically protecting yourself, why not work WITH your buyer?
In the end, it is YOUR responsibility to get the item there - Ebay could still rule against you.
If you change your tone, become more of a partner, make sure the buyer uploads pics to the claim, etc. - you might get a courtesy refund. Now you're BOTH whole, and a customer doesn't bail on Ebay only to rip the site to shreds to ten friends.

Of course you can - let's say an item is overdue, so they file INR. It either shows tracking in progresses or it arrives while under review. Buyer loses. Buyer opens package and the vintage barware is broken. Now it's SNAD.
The 2 issues are completely different and can happen consecutively.

Actually, to someone not Ebay-savvy, that makes perfect sense. It wasn't in the bag, right? So it wasn't received.

Since many of these types of issues end up going against the seller (even when you have assurance from Customer Support), I would request a written response confirming what you were told.
In my opinion, this buyer should not be allowed to be a member of eBay. They should be removed from the site, to protect other sellers and improve the Trust & Safety of eBay.

Since you claim ebay treats sellers harshly, how it that treatment fair to buyers? You, nor anyone else posting here knows whether the buyer is telling the truth or not, and yet you convict them and want them banned!
Oh, how you would complain if you received an empty package and received this treatment. Trust and safety is a two way street.
