I understand that 1099 limits for sales during 2023 are $20000 and 2024 are $5000 but my question is this what are the state limits for a 1099? Specifically from Alabama? Is there a list posted somewhere? Thanks for any help.

I'm unsure as to where you are getting your information. You are correct that in the 2 years following the time he was the Vice President, he earned 15m for speeches. However it is untrue that he did not pay taxes.
"The tax returns released by Biden’s presidential campaign show the Bidens paid a federal income tax rate of 33.9 percent in 2017 and 33.4 percent in 2018, for a total income tax of $3.7 million and $1.5 million during those years. They gave away a combined $1.3 million to charity in 2017 and 2018."
A simple Google search will return a whole lot of info on this subject from a variety of sources.

Yes and he and his wife get all those extra perks like free food, armored car and all the White House help: cooks, servants, cleaning people and of course security protection. Even after they leave office taxpayers are forking over a lot of money for lifetime post presidential perks.
