You have to go to each listing and under shipping click on the pencil icon and change from buyer pays to you pay. That way you can qualify for TRS. I just went through this a month ago. There is no way to change them in bulk.

1. Go here - https://www.bizpolicy.ebay.com/businesspolicy/manage and create a return policy that allows returns, with "Return shipping paid by" set to "Free for buyer, you pay".
2. Go to your active listings. Click the checkbox next to "Actions" to select all your listings. Then, click the Edit button and choose "Edit all xxx listings".
3. In the bulk edit screen, click the top left checkbox to choose all your listings.
4. Click the "Bulk Edit" drop down and scroll down to pick "Return policy".
5. Under Return policy, choose "Change to" and then select the policy you created. Click "Save", then click "Apply".
6. Finally, click "Submit all (xxx)".

I know this post is a little old but I just figured a new feature (for me anyway, LOL) Go to your return policies, click on the box to the left of the policy you want to change, it will show an option in upper right to reassign listings in that policy. click this and it will prompt you to change all listings in that policy to a different one you have set up already
