Go to your phone privacy settings and make sure that eBay has been given permission to access your phone's camera or photo folder. When updating the app to a newer version, the permission may go away and may neeed to be set again. Then when creating a listing in the app, you should be given the option to add a picture from your phone. The Mobile Apps forum for iOS should be able to provide more details.
