I'm thinking about using a laptop with Windows 8 to do some of my work on Ebay. Does anyone know if it is OK to do this? Or should I only work with Windows 10?

Your laptop would probably work for most functions. Win 8 is preloaded with IE10 browser, and should be upgraded to IE11 browser. Otherwise, you may need to use a non-windows browser like Firefox or Chrome if you find that some eBay web features don't function correctly.
I am still using Windows XP, which is older than Vista, which is older than Win7, which is older than Win8, and with my Firefox browser I can still function reasonably well on eBay. There are a few pages that don't work for me, but they are not in the listing flow. Eventually, eBay will drop support for these older computers.

I use both Win8 and WinXP. Win8 is with the latest Chrome, WinXP with an older Chrome. Both work just fine with ebay.

I'm not sure what a IE10 browser is. Right I'm using it and it sometimes randomly freezes up.

FWIW, I am using a machine running Windows 7 right this moment. No problems.

IE10 = Internet Explorer version 10.
You can check what browser version you are using and see if there is an update available here:
https://www.whatismybrowser.com/
Ignore the ads that may prompt you to install driver updates, and check directly under the heading at the top that names your browser version. It should either say that your browser is "up to date" in green or that it is "out of date" in red, and that there is a new version available and provide a link to update just below that.

That site states my Firefox browser is out of date (which it is), but it is the highest version available for my operating system (XP). So my browser is as up-to-date as it can be for my system. Thus, the advice on that page may not be entirely accurate (caveat).

Good point. I just noticed that my Avast Secure Browser is identified as a particular older version of Chrome, and I am offered a Chrome update, despite the fact that Avast itself says the version is current.
On the other hand, I was able to use that page to easily update Edge past the Legacy version when other methods failed -- and in fact, I had no idea I was not using the latest version until I checked there.
But if the update offered on that page does not work for your particular operating system, you may be better off finding out which version is the latest for your OS and finding it directly, if possible.
