You are correct. It should be under Return policy, but is not.
Are you opted into business policies? You could change your Return policy there and apply it to all listings.
This can be done in FileExchange also. Repost if you wish more info for this. Warning...This only works if you respecify all return fields for each listing. If all of your return options are the same, this is a piece of cake.
