Handling cost missing for international shipping

When creating new listings, or adding international shipping to old ones, the space for international handling cost is missing.   It's there on existing listings that already have international shipping offered.

This is another of those "mystery" settings. Use the "See all options" at the top right of the Shipping section. It will have an option to expose the Handling cost slot on the listing, but only for Domestic. After enabling an International shipping option, return again to the option selector at the top of the page and you will see where International Handling cost can be made visible to the listing.

That was it, thanks!  I don't know why they would hide such a commonly used setting only in new listings...  It's also not very user friendly to have to scroll up a considerable amount to find a small icon.
