It looks like ebay has stopped phone support with sellers and only handles grievances through email now.
The "have us call you" option no longer exists except for issues dealing in fraud.
We are a North American seller... is anyone else experiencing this new development?

I just tried it for a general question and still see have us call you or use live chat. What specifically were you doing when you saw this?

For customer service related issues... the phone service seems to be only for Fraud/Bank related issues. Its kind of ironic we sit here and ask questions on a forum page owned by the very people who could easily answer these kinds of questions.
I notice feebay rolls out updated policies incrementally depending on location.
The answers are in the stars... which is a big reason why ebay is and always will be an unorganized mess.

What options are available may depend on what category you choose and the volume of calls ahead of you in the queue.
Here is what I see when requesting an agent for help with an Account issue involving restrictions or suspensions:

None of their prompts goes to a customer contact, it's all bull**bleep** and this is the worst customer service ever I am about to cancel my eBay account after 25 years

You could try asking your question in the community forums. There are lots of good people that know their way around eBay that can offer help or suggestions.
Every non community forum page has Help/Contact in two places, top and bottom.

Actually, it is run by Khoros for eBay. Unless someone from the eBay team is tagged, there is very little interaction with eBay, mostly just other buyers and sellers. If people, ask questions on the community forums it is other buyers and sellers that answer those questions often with better information then CS.

You may be better off asking your question here to get suggestions from experienced users.
To contact eBay, use the chat assistant to request a call back by starting on the Help & Contact page and following the links for your issue.
What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.
