As of 12/28/2021, It will get you to the right screen as long as you are logged in so you can change your Store Name and URL. (Like I said before, it is for those who already have the new store front.)
Once there, change you store name.
Click the Save Settings at the bottom. You may get two errors, one that the store name you are trying to change to is taken and/or that your store description is too long. If this happens pick another name and/or shorten your store description.
Don't worry about uploading your store logo and other stuff. If you try and visit your store after saving you will see a page error code because the server has not switched everything over yet.
I waited a couple of minutes, logged out, cleared my cache, logged in and my store was up and running at the new URL with all of my store logos and other descriptions still intact. I didn't have to change anything else.

I recently formed an LLC and the name is different than the store name I originally chose and set up my subscription under. Just so I understand, you're saying I have to close my store in order to update the URL? How do I avoid being charged an early termination fee?
Will I have to relist all of my items that are currently under my store?
I don't understand how or why eBay would require store owners to close their store in order to update the url.

To avoid an early termination fee, I would recommend waiting until the store subscription is ending to make the change. Close the old store and open a new store with the new name.
Your active items will remain active without a store.
When your new store opens, items will automatically migrate into the store, but you would again need to create any custom store categories and move your active listings from the default store category to the custom categories.

It is still the case that a store must be closed, and a new one opened, in order to change the URL. There are several posts in this thread explaining how that could be accomplished.

I have 20,000+ listings. This is just a stupidly impractical way of doing something which should (at most) require a two-minute conversation with support. At best, it would be user-manageable (even if there was a cooldown to prevent re-naming abuse).

I'm looking to do this myself, I'm an Aussie seller if it makes any difference due to the differences between Australian & US eBay store.
If I cancel my store today (the 9th) will the 30 days start from today, or will they start from the beginning of the next calendar month once by current months subscription benefits expire?

That is a good question, since the cancellation terms state that you will pay for the full month, and receive store benefits for the full month, it sounds like the store will continue for the rest of the month. elizabeth@ebay , we would like to know if eBay keeps store name and benefits for 30 days from the cancel date or for 30 days beyond the final billing period.

Hi guys,
YES!!! You can change your store URL and it takes only 24 hours not 30 days like previously stated!
As of 9/8/2023 This method works 100%
What you need to do is:
- On the top left of your browser Click the drop down menu and go to "Account Settings"
- Then scroll down to the "Seller" Section and click on "Subscriptions"
- In the "Manage Subscriptions" part click "Cancel Subscription" - This will not effect your store in anyway. Your listings will still run, your followers and feedback remain the same you are just canceling your Store subscription.
Last step is to wait 24 hours from the time you cancel your store subscription. Then go back into that part and select a new subscription when you do this it will ask what you want your new store to be called this will be your URL name & Store name (But you can change the store name after 30 days of making the store).
That's it, you now have a new URL for your store.

It takes 30 days to change the store URL only if you want to keep the same store name. Many store owners make the mistake of renaming the store and then finding the URL does not follow. If the store is closed before choosing a new name, then the new name can be used to more quickly open a new store with a URL that will match.

This is the part where store owners find trouble. If the seller renames the store, the URL won't follow. The store subscription must again be canceled to open a store with a new name and URL if the store owner wants the URL to match.

Such a simple thing and it astounds me that they can't allow some method to change it. i.e. they don't care.
