As of 12/28/2021, It will get you to the right screen as long as you are logged in so you can change your Store Name and URL. (Like I said before, it is for those who already have the new store front.)
Once there, change you store name.
Click the Save Settings at the bottom. You may get two errors, one that the store name you are trying to change to is taken and/or that your store description is too long. If this happens pick another name and/or shorten your store description.
Don't worry about uploading your store logo and other stuff. If you try and visit your store after saving you will see a page error code because the server has not switched everything over yet.
I waited a couple of minutes, logged out, cleared my cache, logged in and my store was up and running at the new URL with all of my store logos and other descriptions still intact. I didn't have to change anything else.

Thank you for that information. Changing the store URL has been an ongoing issue on the forums as members had found that the name change did not update the URL.
Is this account you changed?

I've spent some time searching how old store interface can be accessed now in 2022 and want to share the method I found. Just use this link - https://cgi6.ebay.com/ws/eBayISAPI.dll?StoreDisplaySettings and you will be able to edit your store URL and some other things not accessible via modern interface.

The last time eBay staff addressed this question (a few months ago), they indicated there was no workaround, aside from closing the store and opening a new one. velvet@ebay is this still the case?

Hi @shipscript! That's still the case. This is to help buyers who have bookmarked the store, and it also helps the store to appear higher in search results when buyers try to find them using internet search engines. If a seller really wants the URL to match a new store name, then they need to close and then open a new store as you suggested.

I canceled my store subscription and want to close the store and reopen it so that I can change my URL. But now you're subject to early termination fees when I don't even want to terminate my store but simply close it and reopen it immediately just so that I can change the URL.
I can change my ebay username and the same effect-buyers still have have to find your new store and I'm the one losing potential sales temporarily until it's re-indexed in the search engine. My company LLC name changed, my ebay username changed, the store name changed, and I'm also selling additional products that no longer reflect the old ebay store URL. So how can I change the URL now that my store subscription canceled? It says my store will run through the end of the month so does that mean I have to wait until the end of the month to let it expire and then re-open it? How can I re-open the store immediately under a new URL?

When you close your store, you can reopen within 30 days with the old name and unwanted URL, and if you do so, I think that will reverse the early termination.
Because of the option to reopen the store, the name of your store will not become available to a new store until those 30 days have passed. So if you have already renamed your store, there will be 30 days in there before you can again use that name for a new store.
Here is one scenario that might work out. Keep the unwanted name and URL on your old store (rename your store to something temporary for 30 days if you want to use the current store name in your new store). Let it run until your early termination is minimal. Terminate the old store and subscription. Your listings will continue to run without a store. Open a new store subscription with the new name and URL and then arrange your existing listings in your new store. This way, there is no interruption in having a store of some sort.
Another scenario. End your store and subscription. Let 30 days pass if you want to reuse the store name. Open a new store with the name you want. That leaves a gap of 30+ days without a store, but your listings would be unaffected.
There is one caveat: once your store name is released (after 30 days) anyone else could grab it if you don't get it first.

Thanks. If I let the store close then immediately reopen it on October 1 so I can register the URL that I do want, won't the early termination fee apply or would they waive the fee since I don't even actually want to terminate the store subscription but eBay is forcing me to do so because that is the only possible way to change my eBay store URL?

If you want to keep the store name "Wants and Wares", then the store must remain closed for 30 days so that the name will be free to use on the new store that you open.

Or, if you have already requested closure, cancel the store closure and keep the store. Rename it something like "WantsNwares" and let the old store continue another 30 days with that bogus name and old URL while your "Wants and Wares" name ages off the system. When the 30 days have elapsed and "Wants and Wares" has aged off, cancel your old store subscription and open a new store subscription with the name "Wants and Wares", which will then have a matching URL.
Reading this page, it seems one can go from an annual subscription of a lower store to a monthly subscription for a higher store, and get around early termination fees.

If you are automatically charged an early termination fee for ending one store and opening a different store, you may be able to argue the point with eBay's billing department and get them to waive the fee.

eBay's internal infrastructure is stuck back in the 2000s.
It's 2023 and something as simple as editing a store link requires the store owner to close down the store as a 'work around' and giving up all of their feedback & reputation through the years 😂

Feedback and reputation are not forfeited when closing a store. Feedback and reputation remain with the Seller, not the store.

It’s not their infrastructure. You used to be able to switch your store url as short as six months ago. They deliberately don’t want you to be able to change your store url. Why though is beyond me
