Problem with return process

I would like them to implement more support for sellers, especially when there is a return and the buyer lies. In my situation it was that the buyer returned some boots indicating that the boots had mold / mildew and selected "Item Not as Described"  she didn't prove it.  She selected INAD so she would not pay anything for the shipping back and forth. It was totally false, I took a video when I received the boots, took pictures and contacted a ebay rep. He said that if he closed the case, he had to close it in favor of the buyer (regardless of whether I had proof that he lied, TOTALLY UNFAIR !!!) so he recommended waiting for eBay to close the case automatically and then appeal. The rep who took the case decided to leave it as it was, 100% refund to the buyer plus free return shipping indicating that I received the boots back. The ebay rep recommended on the resolution of my appeal that I should communicate directly with the buyer, buyer who showed me that she was a dishonest person, she was dishonest with another seller during the same period and I should ask her to behave honestly on this occasion and return the shipping cost to me (Totally ridiculous) so, I lost shipping back an forth plus the chance of selling them to someone else.  UNFAIR!!!! I was very new small seller.

eBay has no idea what you sent or what was returned:

Simple fact.

You agree to the buyers grantee buy using eBay. So such as it goes;

We are consistently facing cases closed without seller resolution when buyers don't even return their order, and we aren't even informed that something has been "delivered?  We have found USPS labels will show delivered when they are still in transit, and even when they are delivered to the wrong address!  It seems as though ebay is requiring sellers to accept all return requests and issue a full refund regardless of whether the buyer returns anything at all or even sends an empty envelope - what a great scam they are blatantly supporting! We are even given defects when the case is opened and automatically closed by MSO when we are given no notice at all! We have no ability to issue a refund when the case is opened, and we are continually dinged for not refunding on time. Aren't sellers ebay's customer too? Why are sellers expected to issue automatic refunds in excess of $1000 and ebay takes the side of the buyer every time?  And then when we have more than 5 cases closed without seller resolution we are bumped down a level and incur higher fees?! Is our only recourse to pull off ebay altogether?
