A CUSTOMER ORDERED A HEADLIGHT AND THEN COMPLAINED THAT IT DIDN'T FIT. COME TO FIND OUT HE ORDERED A 2011 HEADLIGHT FOR A 2007 CAR. I DIDN'T WANT TO PAY TO HAVE IT SHIPPED BACK TO ME BECAUSE IT WAS HIS MISTAKE. HE SENT IT BACK BROKEN. I COMPLAINED TO EBAY AND THEY GAVE HIM COMPLETE REFUND. I FAULT IT AND THEY GAVE IT TO HIM AGAIN. NOW BECAUSE I FOUGHT IT I WAS GIVEN A DEFECT

Sounds correct. The customer is always right and then there is that money back guarantee eBay has and you (buy selling on ebay) agree to.

The buyer was ONLY refunded one time.

Assuming you are Top Rated and I see you accept returns, you could have deducted up to 50% of the refund; but you HAVE to perform the refund and on time. You can send a picture and 'report' buyer when you do the 50% refund, but YOU must do the refund, and on time.
If you simply 'escalate' and don't refund...buyer wins.
Now you know what to do next time.
