seller refused to send label for return- stalling as deadline approaches

I bought an item that arrived broken. Initially the seller was agreeing to a partial refund (and I know enough about repairing this sort of item that having the replacement part covered was okay with me) but then said I would only receive it after leaving positive feedback. On principle I'm not going to agree to that, I said as much, seller proceeds to ignore me until I open a return request.

so they refused to send a label, and now the deadline for the return is in two days and our exchanges have gone like this
me "hey let me know which shipper and options you want me to mail this to you via, and how reimbursement for the shipping will be handled"
seller two days later "hello valued customer thank you for your purchase buy in bulk for 5% off next time"
me "this is regarding the return request, you've declined to provide a label. I need to know how you prefer I mail it back and how you intend to reimburse me for shipping costs"
seller another two days later "if something is wrong with your item you can open a return request and we will handle it (etcetc generic copypaste response some sellers use)"
me "again, I've already opened the request. you've seen the request, because you couldn't decline to send a label otherwise. the deadline for this return is approaching and I need to know how you'd like it shipped and how you intend to reimburse me"

seller hasn't responded to that last message two days later. it feels like a pretty blatant stalling tactic. what happens if this guy just keeps responding like this, or not at all, and the return window closes? between the extortion on a partial refund on a broken item and now this it amazes me this seller has been operating on ebay for so long. 
is there some sort of arbitration form somewhere for situations like this? really frustrating, never dealt with somebody like this in years of buying here and I've got no idea how to handle it.

What happens? After the deadline for you to fabricate a return tracking number passes away @souc_ha_rh5ttog the case will simply close without a refund.

 

You will never see the option to ask eBay to step in it. Stepping in it just gets their shoes dirty and everything.

 

Unfortunately, when a seller accepts a return but cannot provide a return shipping label, eBay will lie, promising to ask the seller to reimburse you after you return the item on your dime.

Instead, leave a private message for eBay on Facebook here with your name and so on to identify yourself to eBay

and tell eBay that you need a return label. eBay will put the case on hold for 5 days for the seller to either refund outright or send cash for the return shipping. Then if the seller does neither, eBay will refund, no return needed.

Where was the item shipped from??

Shipped from india, opened a not as described return case since the listing said it was in working order.

The seller can't send a return shipping label.

You need to let the seller know how much the return shipping will be, then they send the funds to your Pay Pal account.

If they don't, return to the case and ask Ebay to step in.

I opened a case with the chat, yeah. if I hadn't, the seller would have basically stolen the cost of the purchase and gotten away with it. I get the feeling this seller has done this before, and in the past buyers had no idea they had a way to force them to act right by escalating. not a huge sum, but on principle I'm not letting this guy take my money and be rewarded for acting like this. Really hoping he gets a strike for all of this, if this doesn't earn one I can't imagine what will. anyway he has 5 days to email me a valid return label, CS informs me that I'm not required to go out ship it on my own then request reimbursement when a label is declined, as return shipping is on the seller. all but positive if I had actually done that, gone with the cheapest method even, the seller would complain that the method I chose when he refused to specify shipping terms was "too expensive" and refuse to reimburse. so I'll check in every day for the label and by monday I'll have this shipped or I'll have my refund anyway.

I was wondering what the outcome was for your situation? I am going through a similar situation myself where the 3 business days to provide a return label has passed for the seller. In order to have eBay "step in" I had to open a case with (reason of "the seller didn't response") and as a result my return was closed. This is the current message I see: You asked eBay to step in and help on Dec 23. Customer support will review the information you provided and provide details on their decision within 48 hours.

I'm on the same step. Emailed eBay on FB and got the reply of the "hold". Seller got till the 12th to either send a label or be forced to refund. The package is 21kg so will see. Will document on here of the outcome.

Same situation for me. I do not use social media for privacy reasons. 

Do you really need to use a different app to request help from eBay?

That seems seriously irresponsible of eBay management.
