They can if they want to... but they won't have any leverage to force the seller into refunding them unless they open a return and then upload a tracking number showing it was delivered.
If the buyer communicates with a seller and they both agree for buyer to simply send it back and the seller is honest and refunds when it's delivered, no harm, no foul.
