A seller's "No Return Policy" applies to Remorse Returns, meaning if you changed your mind or just don't like it you're stuck with it. EBay's Money-Back Guarantee trumps everything else, meaning if it's "Not as Described" or doesn't work, the seller must accept the return.

here on ebay that is just a myth. some newbies or some people who believe everything they read will maybe fall for it but you can return anything anytime on ebay and that phrase means nothing on this site.

You will lose money. If you want to be a seller, you must accept the idea that you won’t always make a profit.
There is no option to refuse the return as a seller. You can either communicate with the buyer and convince him/her to use the item or offer a partial refund.
You can also call eBay US customer support and explain your point of view by showing all proofs of the item description, messages etc to fight for the return.

So if I give 30 days return and buyer pays for return eBay can still charge my account for return shipping? correct?

eBay needs to clean this up. Any savvy buyer knows you can return anything just say not as described. Sellers get flummoxed because they say "hey, it was perfectly described" not realizing that the phrase has little connection to reality the way eBay and buyers uses it. There are other instances of this confusion as well. If I say I have a 14 day return policy (still allowed in some categories) can still file an INAD for like 30 days.
Return policies to be really valuable should be simple and easy to follow. Returns are offered to build confidence in the marketplace. The only reason to ask someone why returning is really for informational purposes. To go along with this, no refunds should be given until they item is actually returned in original ( or close) condition or the seller waives the return (it might be cheaper just to let some one keep it) and refunds. So basically, make every item returnable.
No the whole system is convoluted. Sellers get dinged for INAD when buyers game the system. Some sellers think if they put no returns it actually means something.

No - the buyer is charged return shipping for remorse returns, (changed, mind, 'does not fit', etc.)
SNADS the return shipping is taken out of the seller's account.

Or, the seller actually thought that a no returns policy is a real thing and protects them as often seen by some bewildered sellers complaining here about why they have to give a return or refund when they have "no return" policy.

It doesn't, a buyer can return an item for any or no reason at all.
No returns are only for remorse returns, then you can deny the return.
If the buyer files an INAD, your no returns don't mean anything.
