I sold for almost 30 years with 4 Ebay stores and never had more than an occasional problem with CS. Lately this has changed. Now I finally retired - 80 yrs old and tired - but still buy on Ebay. Within the last 6 months I noticed a big change in items delivered and Ebay support for me over defective items.
First I ordered a cat toy of a bird with flapping wings advertised as having a USB port. Arrived with NO USB port so I opened not as described case. Ebay CS took over the negotiations when the seller told me to mail item to China at my expense. CS agreed with the seller. Shipping would have cost me more than the item value so I did not do so.
Next I ordered a book with arrived with over 100 pages of plentiful turquoise highlighting of entire printed paragraphs and so much writing in margins making it difficult to read even for younger eyes. Opened a case and once again I was told by CS to return at my own expense. Really not okay.
My choice in both cases would have been to dispute but if I would lose it would mean a $25 penalty.
Makes me wonder if my closing my stores meant my treatment by CS was different than before.

I thought 'item not as described' is where seller pays for return shipping.
Maybe you clink off the wrong reason to return it with free return shipping within 30 days of receiving it.

Why are you contacting CS?
When you file the INAD, if you don't hear anything or they don't provide return shipping, on day 4, return to the case and ask Ebay to step in for a refund.

Go to your order, select more actions.
Select return this item, select reason: Item didn't match description.
Seller will need to respond and accept or deny, they will need to provide a label.
Watch the return details, If they don't respond or they decline the return; , and when eBay say's you can ask them to step in do that.
If it's a seller from another country IE China, you might need CS to step in, if & when they don't provide a label. That will take human eyes so use the chat or request a call back.
If they do provide a label, mail the item back, when seller gets the item delivered, if they don't refund, go back to the return and ask eBay to refund you. This last part might be automatic by now, I haven't done one so not sure.
