Seller said can't partial refund while progress return case.

Hi, I'm a international buyer.
I recently received the item I purchased.
However, item has undisclosed defects, so I open a return case.
then, ebay provide me to auto return label. 
After that seller message to me and both agreed partial refund.
However, seller says that he tried to do a partial refund but it seems that it won't work because the return is in progress.
also seller said he called to eBay, and eBay said the buyer need to contact them directly.
So I emailed the ebay agent, but I haven't heard back.

Is it not possible to do a partial refund if the return label has already been provided?

Can someone help me to resolve this problem?

Its best for you to return the item and get a full refund.

You could close the case and trust that the seller will give you a partial refund. 

Personally I would not do that.

Once you close a case you cannot open another.

I would stop wasting my time and put the label on the package and return it.
