I received an item which after using it twice ,broke ( didn't use it because of lock down ) and cemeteries were shut ,wanted it to cut around late fathers grave stone.
I messaged the seller who agreed to accept my return and a full refund when they received it.
I have checked my proof of posting and they have received it. But now she is not answering my messages.
It is over a year old but as I stated I never got the chance to use it , I have the messages to prove she agreed to it all.
Where can I go now?

Over year old? I'm afraid that you are out of luck. You only have 30 days to file for a refund on eBay and 6 months on PayPal and most credit cards.

Those statements are contradictory. If I were the seller I'd be weary of what was really going on. If you stated to them you 'never got the chance to use it' and returned a used broken item what is the seller supposed to do?

I meant I didn't use it for quite a while after receiving it ( in sept) because of lock down and the weather .. I only had it 8 months .. After using it twice ?? It broke .. I think we all expect a item to last longer surely? It was a pair of shears.
And I explained it all to the seller which she agreed on giving me a full refund ,therefore I returned the item

wary? excuse me.. I am a honest seller and buyer .. I do not lie .. You can see by the item I returned it was practically new ..do not judge someone before you know all the details. what I'm asking for is where do I go next.. not to be told 'I am a liar' ! if the seller did not agreed with me why did she tell me to return the item?

I don’t think that anyone is calling you a liar. However, if I received a request for refund after a year, I’d be suspicious of the buyer.
No, a seller shouldn’t advise you to return the item if he isn’t going to consider a refund. It isn’t necessarily an act of dishonest by the seller. He might have not realized that this purchase was from early 2020. Now that he has searched through the old sales, he’s perplexed as to why someone would wait one year to return an item.

There really isn’t anything that eBay, PayPal, or your credit card company can do for you.
Your best course of action is to write a very nice note to the seller, explaining the situation, acknowledging that he isn’t required to provide a refund, and asking if he’d consider a partial refund.
okay, you can also file in small claims court over the return postage costs.

There is no warranty on most items sold on eBay. eBay covers you for 30 days from delivery that it is as described. Paypal covers you for 180 days from date of order for the same thing. For some items you can purchase a warranty. Don't know how good those are however.
Sorry to say there is not much you can do at this point. Always inspect items as soon as they arrive.

I would also suggest when you buy your replacement shears to buy them in a store, in person.
