Item has arrived broken which wrongly didn't report it immediately now I want to change it

from "arrived" to"arrived not as described" The seller is willing to send a partial refund but only after the change was made.

in short "item has arrived" has to be changed to "Item has arrived not as describe"

ALL buyers have 30 days after the item's arrival to open an item not received case or item not as described case.  If you've already opened an INR case, you may not be able to open an NAD case.  

You have not given enough information (like dates) for me to offer more help.  

If your options for opening a case with eBay have lapsed, you can do a chargeback with your credit card.

BTW, when you post here, you're not addressing eBay and we can't change your reason for opening a case.

May I STRONGLY suggest that you read the Money Back Guarantee for buyers so that you understand how to handle a transaction that goes wrong?

Go to your purchase history page: https://www.ebay.com/mye/myebay/purchase

and find the purchase there: https://www.ebay.com/itm/396365065182

On the right side of that purchase, click on the "More actions" button. Then choose "Return this item" from the drop-down list. Complete the return request form, using the reason "item doesn't match description".
