Why is it some sellers feel that they can keep your shipping that you paid for andnot refund the entire amount?

Based on your posting history, I wouldn’t be surprised if you were cut off from the MBG and that’s how sellers how able to refund less than supposed to.

As a seller I have had to blow off hundreds.....
Never had such problems as a buyer. Lucky I guess.

So you filed a "Did not fit" case????
It should have been item not as described case.....A mistake a lot of purchasers make.
You can try to appeal the case. Good luck.

Because some buyers abuse returns.
Just as an example, 9 out of my last 11 returns were faulty returns, none of those buyers got their shipping back from me.
4 didn't get refunded for the full purchase price because they shipped the item back with inadequate packaging and the items returned unable to be re-sold.
If you opened a remorse return you pay your own shipping and a TRS seller can make deductions on top of that.

Most all buyer return item for good reason so stop getting stuck on one thought. are you or ever returned an item .So keep illusions to yourself.

When you filed for the return, what reason did you select?
If you selected it didn't fit, that would be a remorse return and the seller can deduct the original shipping.
If you chose the item doesn't match the description, you would have got a full refund.

The reasons are almost always "not as described" OR "doesn't work /defective"
Here's the kicker:
When an item is returned I test it, can you guess what happens?
Most every last returned part works exactly as it should.
If you were the seller how would you feel?
To be quite honest it leaves me feeling exasperated.
Why return a perfectly good product as "doesn't work / defective" Or "not as described?"
I have asked buyers to explain the above discrepancy to me, and most don't seem to care.
They just don't care, for First Class it costs me $3.58 to ship the item out, and again back so right around $7 for a buyer to play willy nilly parts order bingo... Seems to me, buyers think it's easier to just randomly order crap and return it for free since it's more work to look up the part number?
Oh and the testing itself costs time, so labor hours...
In your case, I am going to guess you didn't bother to research part numbers and you ordered the wrong fuel cap (meaning it doesn't fit your machine because it was made for a completely different machine). Also why "not as described," probably should've been "doesn't fit."
Just for example, a fuel cap for a Toro lawn mower doesn't just fit every Toro lawn mower out there.
So, look up your part numbers before ordering.
Then, read the seller's description and item specifics to make sure it is the correct part number.

Everything I posted is my actual experience and/or ebay policy. You are not required to like or understand my answer but if you want to know more, you should do some reading about returns and refunds for both buyers and sellers.
