Why is it some sellers feel that they can keep your shipping that you paid for andnot refund the entire amount?

If it was a remorse return, the seller can deduct the original shipping, if you paid it.

You should probably read the 13 min article eBay Money Back Guarantee policy.

 

What was the reason for the return? If the item is not as described they must refund in full and be responsible for return shipping  costs.

If you are returning an item because you didn't like it then the seller can deduct the original shipping unless the original shipping was free. They can't offer conditional free shipping.  They can deduct up to 50% of the refund if you removed tags, returned it opened or used, etc.

The policy states

"If we determine that the buyer didn't meet the return requirements:

The buyer may not receive a full refund for the item and/or shipping costs,"

As others have said, if it is a buyers remorse return the seller has the option of keeping the original shipping amount.  You do realize that they don't get that money back from the post office?    If you are returning the item you received because it was not as described then the seller should have refunded you in full.

I don't know how your seller avoided refunding shipping on a NAD, if a shipping cost was in the listing.

If you opened a 'not as described' return for refund; the seller is to refund you, in full.......except: Top Rated Sellers that offer 30 day returns (not necessarily 'free' returns), said seller can deduct up to 50% if the item returned is not the same condition as it was when sold (new item now used, new item with seal now broken, item damaged etc.)

Because ebay does not a thing to monitor sellers so they do as they please.
