so, i bought 2 items from a seller, and, one of them.... doesn't exist. ebay won't let me cancel the sale on my end (gave the seller the option... they declined..... sucks to be buyer). paypal is now involved, and, would like the messages... is there any way to save the conversations as an attachment? the seller sent me photos, then informed me that they don't have it..,.. that , they have to build it. anyway, is there a way to do this that anyone is aware of?

anyways....there must be an estimated date of arrival. Once that date arrives, just file an item not received claim.
Be careful involving Paypal this quickly, you may lose your ebay Buyer protection if they get involved.

The eBay MBG is your help.
1 day after the estimated delivery date you can file a "not received" case.
What is the last estimated delivery date?
If you go to PayPal, the MBG from eBay is void and you will lose your buyer protection here.
PayPal should be your last choice.

Should have waited on getting Pay Pal involved.
What is the estimated delivery date on the item they have to make?
If you didn't receive it by that date, all you had to do was open an INR through Ebay for a refund.
Now that you got Pay Pal involved, Ebay won't be any help.
Sellers are not required to cancel an order.

ebay is not a retailer or direct seller. You are not entitled to immediate cancellation or refunds. You are purchasing service from a 3rd party seller. That is why you can't cancel based upon impulse.
In terms of refunds, you are now locked into the fulfillment by the seller. The ebay platforms policies will ONLY apply until they are invalidated. Involving a payment provider in a "chargeback" process will invalidate any type of buyer protection you have for possible refunds & ends ebay's involvement in the process. Further, abusing the process will also risk your account in general.
