In my eBay account: Activity - Purchases, there are two dates for each order.
For instance:
Delivered on Thu, Oct 17
Returns accepted through Nov 16.
So, is Nov 16, or Nov 15, the last day when I can request return?
The last minute is 11:59PM of EST or PST?

The word through suggests buyer has the whole Nov. 16th date to file a claim … although the deadline usually occurs 720 hours (30 days x 24 hours) after time of delivery.
I always tell members to consider the day before the date given to be the deadline. Far too many members have missed deadlines by waiting until the last day to file.
As for whether the time is EST or PST … I would use the more conservative one under the circumstances. [Once the bot closes the time period … it stays closed.]

Don't cut it that close to be safe. Don't forget there is a little delay between you clicking and the eBay server getting it.

Note that I'm not accusing you of anything but from this type of question, I infer that you are intending to "rent" an item and want to return while the return period is still in effect.
Why do you want to wait until the last minute to return? If you've already received the item and don't want it, the sooner you return it, the quicker you'll get your refund.
